The controversy surrounding the construction of Delhi Chief Minister’s residence complex continues as a report by the Special Secretary (Vigilance), YVVJ Rajasekhar, sheds light on alleged irregularities. A report reveals that the original proposal for the project, sent in March 2020 by the then Public Works Department (PWD) minister, Satyendar Jain, highlighted the inadequacy of the existing accommodation to cater to various meetings and formal gatherings. It suggested the construction of additional meeting rooms, a drawing room and a formal dining room.
However, PWD officials expressed concerns regarding the structural integrity of the building, which was constructed in 1942-43 with load-bearing walls.
They advised against adding another floor and instead recommended constructing additional facilities within the premises while separating the existing bungalow with barricading. The proposal also included provisions for security personnel accommodation and a parking facility.
The report further discloses that during the execution of the project, the built and plinth area increased from 1,397 sqm to 1,905 sqm. Additionally, an extra expenditure of ₹6.94 crore was incurred on superior specification work, including ornamental moulding, a sky-light window, and the use of Burma teak wood.
Allegations are raised regarding the absence of sanctioned building plans by the PWD’s building committee, as well as discrepancies between the work order and the actual construction, which lacks mention of a camp office and only refers to a staff block.
The report has been submitted to the Lieutenant Governor (LG) by the vigilance department, further escalating tensions between the AAP government and the opposition.
In response, the AAP has dismissed the allegations, asserting that no irregularities occurred during the construction. They attribute the controversy to the BJP’s continuous attempts to tarnish the image of the Chief Minister.
The AAP emphasises that the construction of the official CM residence complex was a necessary undertaking, which includes the CM residence, office secretariat, auditorium, and staff quarters.
